The Government Relations Director spearheads the advocacy efforts for Pennsylvania’s leading statewide home-based care trade association. This role is responsible for developing and executing a comprehensive legislative strategy centered in Harrisburg, ensuring the voices of home care, home health, and hospice providers are heard by state decision-makers. This position reports directly to the Chief Executive Officer (CEO).


Primary Responsibilities

  • Statewide Advocacy: Develop and oversee a robust grassroots network, building deep relationships with members of the Pennsylvania General Assembly, the Governor’s Office, and key state departments (including DHS and DOH).

  • Legislative Analysis: Closely monitor and analyze state-level legislation and regulatory changes to assess their specific impact on Pennsylvania’s home-based care industry.

  • Policy Leadership: Serve as the staff lead for the Public Policy Committee, facilitating the development of the association’s state advocacy agenda.

  • Communications: Draft formal testimony for legislative hearings in Harrisburg, author position letters, and create legislative alerts for the membership.

  • Political Action: Oversee fundraising and strategic distribution for HomePAC, the association’s political action committee.

  • Event Management: Lead the planning and execution of PHA’s advocacy events, including Legislative Day in Harrisburg and in-district meetings across the Commonwealth’s 67 counties.


Skills & Qualifications

  • Experience: Bachelor’s Degree and 5–7 years of professional experience in Pennsylvania government affairs or the state legislature.

  • Subject Matter Expertise: Solid understanding of the Pennsylvania state budget process, Medicaid (Community HealthChoices), and state government operations.

  • Strategic Mindset: A passion for the legislative process with the ability to build consensus among diverse stakeholders to advance a unified policy agenda.

  • Communication: Superior written and verbal skills, with the ability to translate complex regulatory language into clear, persuasive messaging for members and policymakers.

  • Agility: Strong project management skills and the flexibility to pivot priorities quickly during fast-moving legislative sessions.
