Advocacy Operations & Policy Manager

The Policy & Advocacy Operations Manager is a critical role at PHA, responsible for translating government affairs strategy into organized, effective action. This position bridges PHA's contracted lobbying firm, member-facing advocacy programs, regulatory tracking, and internal operations — ensuring that nothing falls through the cracks during and between legislative sessions.

This is not a pure lobbying role. The ideal candidate is a skilled organizer and communicator with a strong foundation in Pennsylvania healthcare policy who thrives on both the strategy and the execution. You will be as comfortable drafting appropriations hearing questions as you are booking a rotunda for Advocacy Day.

Key Responsibilities

Advocacy Tracking & Systems (Core Function)

  • Coordinate with contracted lobbyists and public relations teams, ensuring accountability and follow through on tasks that support strategy.
  • Track legislation and regulatory developments
  • Own and maintain all advocacy infrastructure, including:
    • Legislative and bill trackers (through PLS and internal system)
    • Legislator contact database
    • Home Care Caucus Lists
    • Key Staff Contacts

Legislative Follow-Up & Coordination

  • Coordinate follow-up with legislative offices, as needed, after member and staff meetings
  • Track and manage all open requests from policymakers
  • Ensure timely responses and continuity in communication

Advocacy Program Execution

  • Lead logistics and coordination for:
    • Advocacy Day
    • Legislative receptions and press events
    • Public Policy Committee meetings 
  • Home Care Caucus engagements quarterly
  • Manage scheduling, invitations, confirmations, and materials
  • Prepare agendas and coordinate with internal and external stakeholders

Policy Monitoring & Writing

  • Draft & present to membership on:
    • Policy summaries
    • “Quick Hits” webinar updates
    • Connections newsletter articles
    • Hearing statements and briefing materials
    • Statements of support/opposition
    • Coalition letters
  • Ensure all written materials are accurate and polished

Grassroots Coordination

  • Support grassroots chairs
  • Support member affinity groups
  • Align member engagement with legislative strategy
  • Implement strategy that scales grassroots efforts and offers seamless support to grassroots advocates

HomePAC Support

  • Coordinate HomePAC committee logistics and tracking
  • Support fundraising efforts and reporting

Qualifications

  • 4–8 years in policy, government, or association roles
  • Exceptional organizational and project management skills
  • Strong writing ability with minimal need for editing
  • Experience with tracking systems, spreadsheets, or CRMs
  • Detail-oriented with strong follow-through
